Building Decarbonization Network

Five different organizations have recently been awarded funding to implement building decarbonization solutions across Colorado including: Colorado Energy Office (CEO); Collective Clean Energy Fund (CCEF); Denver Regional Council of Governments (DRCOG); Power Forward Communities/Rewiring America; and Xcel Energy. 

In October 2024 these organizations started working together as the Building Decarbonization Network. Three subgroups were identified:

Program Mechanics 

The program mechanics subgroup works to design, implement, and optimize systems and processes that streamline and coordinate implementation of each organization’s residential electrification program offerings.  Example topics include coordination on incentive structures and eligibility criteria. The subgroup will create clear guidelines for customers, streamline application processes, and make recommendations for improvements to ensure smooth and cohesive program experiences for customers. 

Workforce Development and Contractor Support  

The workforce development and contractor support subgroup will work to equip contractors and their workforce with the necessary skills and resources to implement building electrification projects using the network’s incentives, tools and other resources. This subgroup may focus on training and upskilling contractors, electricians, and other industry professionals to meet the growing demand for electrification solutions such as heat pumps. Efforts may include but are not limited to coordinating program mechanics implementation, educational programs, certifications, websites, tools, and hands-on training.  

Market Shaping and Messaging 

The Market Shaping & Messaging subgroup will work to influence the broader market environment and communicate key value propositions to stakeholders, including customers and contractors. The group's main objective is to shape consumer behavior and alter perceptions about residential electrification through strategic messaging, creating and disseminating targeted content, conducting market research, building partnerships that align with the network’s goals, and educating the market about building electrification. Through these efforts, this subgroup aims to drive demand for the network’s residential electrification products and leverage that demand towards downward pressure on equipment costs in the marketplace.
